Chief executive's office
Andy Bagnall
...supporting policymakers to make better decisions about the future of rail and communicating how to harness the benefits of private sector operators.
He has over twenty years of experience – both inside government, including as a special advisor to two cabinet ministers, and across the private sector. Prior to Rail Partners, Andy was Director General at the Rail Delivery Group (RDG), where he coordinated policy and advocacy activities.
...and compliance with governance frameworks and legal requirements. Working closely with the board, senior management team, and directors, Joe facilitates collaboration to provide seamless operational support, equipping teams with the tools and resources needed to deliver effectively for members.
Joe joined Rail Partners in 2022 and brings extensive expertise in finance and operations across manufacturing, private healthcare, and transport sectors.
Policy
Robert Girgis
...and responding to consultations affecting rail passenger and freight members as well as passengers.
Robert was previously Head of Policy at the Rail Delivery Group, leading on issues such as accessibility, EU exit, passenger contracts and more. Before joining the rail industry, Robert was a policy and communications advisor in the European Parliament working across transport, industry, energy and research sectors.
As freight policy lead at Rail Partners, Liam provides detailed analysis on freight and regulatory matters. He also leads policy work relating to sustainability and the environment.
Prior to Rail Partners, Liam worked as a Policy Manager at the Rail Delivery Group where he also worked on freight, stations, and international rail policy.

Martin is a dedicated railway professional, with 10 years’ experience in policymaking, legislation and regulation. Having initially joined Network Rail as a graduate project manager, Martin also worked at the Office of Rail and Road (ORR) as a policy and economics adviser. He has been closely involved with rail reform since 2018 and was seconded to DfT during the initial stages of the Williams Review.
He is also currently serving as Council Chair for the Association for European Transport.
With more than 20 years’ experience across academia and transportation industries in the United States and the UK, his previous roles include Project Specialist at the Chicago Transit Authority and Director of LGBTQ Student Life at the University of Chicago. Most recently, Jeffrey was a transport researcher at the University of Westminster, where he gained his PhD in Transport and is an expert in stakeholder engagement by passenger train operator companies.
External affairs
Hannah Moxon
...on behalf of both freight and passenger members. While at Rail Partners, she has spearheaded the Rail Partners with Ukraine initiative raising significant funding for food packages and protective equipment for Ukrainian railway workers supporting the war effort.
Hannah’s 15 years’ experience in communications and public affairs includes over a decade in Britain’s rail industry and prior to joining Rail Partners she was Head of Public Affairs and Chief of Staff at the Rail Delivery Group. Hannah has also worked in agency for clients across the health, housing, local government, financial services, social care and transport and infrastructure sectors.

Jasmin has over 12 years’ integrated communications experience working across external communications, public affairs and internal communications for sectors including transport, logistics and technology. Prior to joining Rail Partners, she delivered communications campaigns for Royal Mail as part of their Corporate Affairs department as well as delivering crisis communications in responses to industrial action, COVID-19 and data breaches.

Lewis has more than a decade of experience in UK and EU public affairs, as well as communications, and campaigning. Before joining Rail Partners, he worked for several arms-length bodies, including the Environment Agency, the Charity Commission and Network Rail and also spent time as a political adviser to a Member of the European Parliament.

With 10 years’ experience in communications, Ellie has previously worked for trade associations in automotive, early years and advertising, gaining experience in reputation management, data communications and campaigning. More recently she worked as Public Affairs Manager at Crossrail.
Operator Services
Mark Gaynor
Mark supports his team to deliver events, guidance and working groups covering a wide range of themes including the reliability, efficiency and sustainability of train services, industry skills, safety, workforce health and wellbeing.
Previously, Mark worked as Rail Delivery Group’s head of railway strategy, and at the Department for Transport where his responsibilities included developing business cases for rail electrification schemes and leading rail’s input to the Transport Infrastructure Skills Strategy. Mark also has a background in sustainability and is currently chair of the RSSB Decarbonisation Working Group.
...railway systems engineering and safety themes for future attention. Neil’s subject matter expertise includes rolling stock operations, asset maintenance, seasonal preparation and safety and he advises on relevant regulations, standards, decarbonisation, air quality and research and development.
Neil has over 40 years’ professional engineering experience across the rail, white goods and energy sectors. He has worked in rail for over 20 years and before Rail Partners was most recently Head of Engineering at Rail Delivery Group.
Phil facilitates sessions with operational leaders to discuss key challenges and provides expert guidance on wide ranging topics, including traincrew resourcing, operational rules and standards and occupational safety.
Phil began his career at British Rail and has worked at several train operating companies. With more than 35 years’ experience in the industry, his expertise covers signalling, performance, train planning, traincrew, track access, energy efficiency, operational standards and safety. Before joining Rail Partners, Phil was the Head of Safety and Operations Development at Rail Delivery Group.
...and facilitating the activities of its technical forums. In addition, Susie provides administrative and business support to Rail Partners’ directors and is a member of the senior management team.
Susie started her career in rail more than 15 years ago, first facilitating the resolution of health and safety concerns between frontline railway staff and industry parties at the Confidential Incident Reporting Analysis System (CIRAS), and later supporting several directors at the Rail Delivery Group as an Executive Assistant.
Jon has over 26 years’ experience within the rail industry, having worked for both Railtrack and Network Rail. Jon has extensive experience in operational, customer and major project roles, including the system integration and operational readiness activities to introduce Thameslink.
Primarily, Jon’s approach is to lead successful delivery of key projects and business change through collaborative working with rail operators and key industry bodies at a senior and director level.
