Passenger Service Contracts: A spectrum of contracts for different markets

The Plan for Rail set out a new commercial model for the railway, proposing to replace franchises with a new set of 'Passenger Service Contracts'. These would be built on the concession model, which has been used successfully to deliver train services by TfL and across Europe. 

In this report, Rail Partners set out its support for the principle that Passenger Service Contracts should not follow a one-size-fits-all approach, and that there should be a spectrum of contracts tailored to the geographies, markets, and passengers served.
