Passenger Service Contracts: A spectrum of contracts for different markets

As noted in the Plan for Rail, there will be different Passenger Service Contracts (PSCs) for different markets. We support the principle that PSCs do not follow a one-size-fits-all approach and that there is a spectrum of contracts tailored to the geographies, markets, and passengers served.
