Rail Partners responded to the Great British Railway Transition Team's discussion papers on changes to the track access framework.
The response recognised that there are significant opportunities to simplify and improve industry processes to deliver improved outcomes for passenger and freight customers, but that this cannot occur by reducing stability and removing legislative protections for operators outside Great British Railways.
