Rail Partners responded to ORR’s consultation on its draft Holding Network Rail to Account policy as part of the PR23 process.
The response emphasised the importance that the Holding to Account policy:
• Enables ORR to be agile in responding to emerging signs of underperformance
• Empowers ORR to use the regulatory levers at its disposal to drive improvements from the infrastructure manager where necessary
